Introduction

The Ministry of Education is seeking feedback on 2 options for how unique identifiers are used for researchers participating in the Performance-Based Research Fund Quality Evaluation and similar research initiatives.

The preferred option is to amend Schedule 24 of the Education and Training Act 2020 to authorise Tertiary Education Organisations to assign, use, and collect National Student Numbers and share these with the Tertiary Education Commission for purposes relating to the administration of the Performance-Based Research Fund Quality Evaluation and similar research initiatives.

An alternative proposal is to create a new unique identifier for use with the PBRF Quality Evaluation and similar research initiatives.

Both proposals are intended to ensure that the use of a unique identifier for the purpose of the PBRF Quality Evaluation or similar research initiatives is compliant with the Education and Training Act 2020 and the Privacy Act 2020.

The information you share in this consultation will be analysed by the Ministry of Education and the Tertiary Education Commission to decide on the preferred option for a unique identifier. We will only use your information for this purpose.

A summary of submissions will be published on the Ministry of Education’s website following Cabinet’s agreement to the final proposal. Personal information such as your ethnicity, role, and email address will not be published on the Ministry website as these are being asked solely for the purpose of analysis.

Submissions may be subject to requests under the Official Information Act 1982. The Official Information Act requires the release of information unless there is good reason under the act to withhold it. Indicate if you have concerns about your submission or parts of your submission being released and we will consult with you before releasing any information that you request not be published.
