The amendment updates their te reo Māori special programme - Kōmanawa and includes their Samoan bi-lingual special programme in their enrolment scheme.
Overview
There are no changes currently being proposed to the home zone boundaries.
A special programme is defined in Section 10 of the Education and Training Act 2020 as one that has been approved by the Secretary and that provides:
- special education or
- Māori language immersion classes or
- any other type of specialised education to overcome educational disadvantage.
Pursuant to this definition, the Secretary of Education approved the following types of programmes as special programmes for the purposes of an enrolment scheme (Gazetted 1 July 2022):
- Any class or programme established by the school for which students are accepted on the basis of need for additional support arising from learning and behaviour needs or disabilities.
- Any class which delivers a Māori language programme which is resourced by the Ministry of Education at Level 1, Level 2 or Level 3.
- Any class which delivers a Pacific language programme, including Pacific bilingual and immersion education pathways, where at least one Pacific language makes up 31% of the language of instruction.
- Any class providing a programme of study to students who have a letter from Auckland University of Technology Mangere Refugee Education Centre identifying them as being part of the Government's official refugee programme or from the New Zealand Immigration Services establishing the student's refugee status.
Students who meet the criteria for enrolment in a special programme and who reside within the Haeata Community Campus home zone must be enrolled ahead of out-of-zone students. Out-of-zone students who meet the criteria for enrolment in a special programme have priority in enrolment above all other out-of-zone students while special programme places are available.
All ākonga | learners who live within the home zone of Haeata Community Campus will have an entitlement to attend the school. This amendment does not change the home zones already approved for the school.
The enrolment of out-of-zone students is governed by the provisions of the Education and Training Act 2020.
The amended enrolment scheme to update the special programmes is proposed to commence from 1 January 2025.
What happens next
Following the notification period, the Ministry will consider any comments received and process this minor amendment to ensure it meets the requirements of the Education and Training Act 2020. If the Ministry is satisfied that the enrolment scheme meets these requirements, the enrolment scheme will be finalised and provided to the school board to implement.
